1. Police Referrals
KEYWORDS: All Youth Offending specific terms, such as 'Stand-Down' or 'Pre-Sentence Report (PSR)' are defined in Keywords . To view the defintions click on the Keywords button at the left of this page.
(Referrals are Emailed / faxed to Richard who will then pass them to the Victim Sling in reception for the team to action)
- Check on CareFirst to see if the young person is a Looked After Child (if known check looked after episodes on CareFirstusing right click on mouse).
- If they are LAC enter which status (i.e. Full Care Order, Section 24, etc.) onto YOIS in the Careers/Allocations window. Don’t enter YOT as professional contact if they are known but not LAC.
- Enter information onto YOIS (See YOIS inputting sheets new case if required (inc. area from list), offence, victim info if required and pre-Court using relevant Ref No.)
- If there is no victim, enter No Victim and date of referral on the Pre-Court Window under Date / Process on YOIS. *
- *The Referral should then be kept in Referral Sling in the Victim drawer until paperwork is needed (i.e. if/when a young person is convicted at Court paperwork should be matched with Y3).
(Copy of Y3 is faxed over to us from Court caseworker should have their own copy)
EDUCATION BITS
- Check to see if young person is of school age, if they are :
- Identify School young person attends by checking any matched Police Charge Sheet or YOIS. If you can’t find any details contact the Admissions No. 3653 to ask.
- Using the Education Contact Sheet find out from who is the Schools Information Co-Ordinator and fax to them an Education Assessment Form (with the young person and YOT details, order and Programme but NOT specific offence).
- Put faxed form in Caseworker sling for them to follow up.
(if the Y3 is for the extension of an order, there is no need to run the education check again unless a substantial period has gone by, 4 months or more)
- Try to match the Y3 information with a Police Referral (using A-Z referral folder kept in Robin’s victim drawer).
- If Y3 or Referral paperwork does not have relevant victim information ask YOT Police Representative to find out (in their absence you can contact Karen on 0845 6070999 ext. 50379 (using young offender and offence details) details (i.e. victim name, address, age, sex, gender and telephone contact numbers).
- Enter information onto Y3 REGISTER (Shared drive, Youth Justice, Court, Y3 Register) and on Columns A-M (see *no.7) on the RESTORATIVE JUSTICE VICTIM REGISTER (Shared drive, Youth Justice, RJ, Victim Register).
- If there is no victim, enter NV on the NV/V column of the Y3 Register, the Restorative Justice Register and enter No Victim and date of referral on the Pre-Court Window under Date / Process on YOIS. File NV paperwork in NV sling.
- Make a note of the Y3 Number on the top of the paperwork and attach the Referral paperwork if matched.
- Check on CareFirst to see if the child / young person has a Looked After Status / Episode. If they are a Looked After Child you will need to open up a Professional Contact window in CareFirst. If the offender is not known do not enter the case.
- Check the Clients of Concern database (Wave, Work, H&S, Links, Register) to see if address / family members are known highlight a note on the file and let the Caseworker know if they are.
- Enter information onto YOIS (See YOIS sheets new case if required (inc. area from list), offence, victim info if required and pre-Court using relevant Ref No.). *Note offender ID and Offence(s) ID.
- If they are LAC enter which status (i.e. Full Care Order, Section 24, etc.) onto YOIS in the Careers/Allocations window.
- Input victim details (i.e. age, gender and ethnicity) to Police tab of the offence window.
- Victim letters to be sent (found in shared drive, Youth Justice, RJ Folder, Court Referred Victims, etc.) - include relevant victim leaflet i.e. Y3 blue or ROP green :
- ROP = Check Robin Clare for appointment time and send letter to victim giving appointment details by 1st class post. Complete a Victim Contact Sheet to put with paperwork (Y3 and copy of letter) and file in Robin’s ROP Folder for him to follow up.
- REPORTS = Send letter to victim (without any appointment). Complete a Victim Contact Sheet to put with paperwork (Y3 and copy of letter) and file in Robin’s Court Folder for him to contact them direct.
Panel now needs to be set up if a ROP case if passing on to Caz please copy Y3 to her
3. Final Warnings
(FWs are Emailed / faxed to Richard who will do a PCN check, allocate the case and complete part of the FW / Allocation excel sheet this generates a new FW No. He then passes on the paperwork to the Victim Sling in Reception)

4. ROPs
(Details to come through to us via Court on a Y3)
- Instructions for a Y3 Referral to be followed.
5. Victim Feedback
(Once Robin has completed RJ work with victim(s), closed paperwork will be passed to the Admin Sling for victim feedback consultation to take place)
- Victim feedback letter and form (corporate or individual please complete first 5 boxes) to be sent (2nd class with SAE) (feedback folder in RJ folder on shared drive)
- Paperwork, with date when feedback letter and form were sent to be filed in Feedback Folder in Victim drawer.
- When feedback forms is returned, colums W-Z are to be completed on the RJ VICTIM REGISTER.
- Victims who do not send back completed form will be assumed ‘satisfied’ with YOT and outcome and noted as such by Tracey at the end of every quarter. Paperwork is taken from waiting feedback folder and put into sling for archiving.
VICTIM NBs:
- If you have a CORPORATE VICTIM please send a corporate leaflet and refer to the corporate victim list, giving contact names of who to write to (also advisable to speak to Robin too as he knows members well Asda Marina have a statement which can be sent to other Adsa stores).
- POLICE VICTIMS are dealt with by Richard.
- When a Final Warning case is closed and the child / young person is a Looked After Child, you will need to enter a closed date on the professional contact window of CareFirst.
- Any discarded victim details should be disposed of in confidential waste.
